Does wearing foundation under make-up make a difference?

i don't wear any, just powder make-up. i was just wondering if i used foundation first, would it look better? i don't want to spend money on buying foundation if it doesn't make much of a difference.Does wearing foundation under make-up make a difference?
it makes a lot of difference, if you have many skin flaws you want to hide. powder doesn't really cover them up. still, if you're not used to using foundation it could make you feel uncomfortable, plus crying, sweating, washing could partially take it away leaving you with an uneven complexion.

my advice, if you don't really need to cover big flaws, stick to the powder. natural is better! it's so unpleasant to see women with their face all dark or pink or orange, and their neck and decolt猫 all white!Does wearing foundation under make-up make a difference?
fluid foundation will look much more natural than wearing powder, it will make a huge differance, ur skin will look more even and flawless.
Foundation evens out your base color, if you are freckled or splotchy or have dark circles foundation gives you an even canvas to work on, generally make up goes on with concealer first then foundation, then blush, then if you want a light dusting of translucent powder finish, the key is that every thing is the right color and its not put on with a trowel.

That will give you the absolute best possible looking skin.
I think foundation makes skin look flawless, then you add the powder on top to prevent you from looking shiny!
Wearing foundation does produce a more flawless look. It gives more coverage than just powder alone.
If you have blemishes that you want to hide or coverup, foundation would be good to use.. It makes your face look more flawless. But if you have nice skin without blemishes then I would not spend the money
