I want to get the neutrogena mineral sheers liquid make up but does it cover as good as foundation?Is liquid make up the same thing as foundation?

It is the EXACT same thing.
I suggest you head to your nearest makeup counter in a higher end retail store and get a cosmetic evaluation. There is very clearly a lot you need to learn before you start to wear makeup.
